Her point was that it's not what is on the outside that matters, but what is going on inside the nursing home (e.g., people getting sick, failure to notify state authorities, confused and unprepared staff) which ultimately led to numerous deaths.
 
Deb continued by explaining why the infrastructure of nursing homes (e.g., congregate living, infection control failures, lack of PPE, lack of knowledge, poor tracking of infections, lack of staff, lack of overall quality) contributed to such a high number of deaths and how states and local government did or did not respond appropriate.  She shared on both California and national numbers in terms of cases and deaths.
Another issue that Deb highlighted was the transition of a patient between care providers, which can accelerate the spread of COVID-19 due to outside risks. She then explained what changes are being made in nursing home and the changes that still need to be made.
